Former freelancer for SD-6. Former operative of The Man. Not the sort of person you really want to meet in a dark alley... Or a brightly lit corridor. Or, really anywhere, honestly. Cole sort of has that level of intimidation built into him, even if you'd love to think he's just an overgrown sadistic kid. Underestimating him, however, is generally a good way to get yourself killed.
